Jóvenes y democracia

Aunque nos gusta hablar “mucho” de política, de los políticos y de sus partidos, muchas veces sin mesura y llevados por los sentimientos más que por la cordura, casi nunca nos paramos a reflexionar en que es la democracia. Y la democracia es un valor que, como casi todo en la vida, si no se entrena se olvida.

Mucha personas, y sobre todo muchos jóvenes, relacionan democracia con elecciones, y esto es un error. La Declaración Universal de los Derechos Humanos y la Constitución Española reconocen el derecho a la participación ciudadana en los asuntos públicos y de gobierno, mediante la libre elección de representantes políticos pero también de forma directa. Por el simple hecho de haber elegido a nuestros representantes por un periodo de tiempo determinado, los ciudadanos no pierden su derecho a participar de una forma u otra en los asuntos que les afectan. Para que la democracia quede legitimada se tienen que propiciar que los ciudadanos dispongan de cierta cuota de poder, de cierta capacidad para transformar y mejorar la realidad que los rodea.

Los colectivos sociales garantizan que los ciudadanos puedan participar directamente en los asuntos públicos. Si revisamos nuestra sociedad existen multitud de colectivos que promueven fines de interés público ente ellos los colegios profesionales, las asociaciones de empresarios, los sindicatos, las asociaciones estudiantiles, las juveniles y un largo etcétera. Estos colectivos juegan un papel fundamental en el desarrollo de nuestra sociedad y propician que los ciudadanos puedan participar directamente en asuntos públicos de su interés.

En los asuntos públicos la legislación no lo tiene en cuenta todo, una de las cosas que están menos reguladas es cómo garantizar el derecho de los ciudadanos a colaborar con los asuntos de gobierno. Donde no llega la Ley los estamentos públicos deben de garantizar que prime el sentido común. Sería inimaginable aprobar una ley reguladora del trabajo sin el consenso de sindicatos y patronal, aprobar una ley religiosa sin tener en cuenta a las distintas confesiones o remodelar el sistema educativo sin tener en cuenta a profesores, alumnos y padres. En estos ejemplos los distintos colectivos representan intereses no opuestos pero sí complementarios entre ellos, de esta forma se debería intentar que siempre prevalezca el interés común.

El principio de colaboración gobierno-ciudadanos es válido desde el nivel internacional hasta el local, los valores democráticos por los que se rige el principio de participación ciudadana son los mismos a todos los niveles. Como gestionar esa participación y sobre todo como conseguir que los ciudadanos dispongan de cierta cuota de poder y capacidad de gestión pública, no es desde luego sencillo, no todos los gobiernos están dispuestos o preparados para realizar tales concesiones, ni tampoco todos los colectivos ciudadanos sabrían como gestionarlas correctamente. Está claro que implicar a los ciudadanos en las gestiones de gobierno no es tarea sencilla, pero es algo a lo que tampoco podemos renunciar, ni los ciudadanos ni los gobiernos.

Los jóvenes y la participación

Las organizaciones juveniles generalmente se caracterizan por ser dinámicas, abiertas, tolerantes y sobre todo creativas en sus acciones. Muchas veces se nos critica por ser excesivamente transgresoras o por promover iniciativas demasiado arriesgadas, también solemos ser poco temerosos y nos cuesta más mantener la compostura ante las injusticias sociales, pero es que los jóvenes estamos para eso, para hacer “locuras” y aprender de ellas.

Las peculiaridades que rodean a las entidades juveniles hacen que los gobiernos nos vean, a veces, con cierto recelo. Está claro que no somos organizaciones muy formales, pero somos un elemento necesario en la sociedad. Por desgracia la sociedad no siempre se beneficia de todo los que estas organizaciones pueden ofrecer, puesto que no siempre son tenidas en cuenta o, al menos, tenidas en cuenta de una manera adecuada.

Tener en cuenta a las organizaciones juveniles es tener en cuenta a los jóvenes, que además representan el futuro de nuestra sociedad. Involucrando a los jóvenes en la gestión pública, en los asuntos de su interés, conseguimos reforzar la democracia, la actual y la futura, hacemos sentir a los jóvenes útiles y, de paso, aprovechamos el potencial creativo que la juventud ofrece.

Podemos, y debemos, creer en un futuro en el que los jóvenes tengamos más y mejores oportunidades para decir lo que pensamos, para ser oídos, y también escuchados. Podemos creer en un futuro más justo, más tolerante, más solidario, más democrático... Podemos creer en los jóvenes.
